Eco-social market economy as an European innovation

J. Riegler

Agric. Econ. - Czech, 2003, 49(3):101-105 | DOI: 10.17221/5272-AGRICECON

The paper presents fundamental ideas of European social market economy that are to be applied to formulate the "European Model of Agriculture". In connection with the needs of further development of the Common Agricultural Policy, food strategy and regional policy, some challenges to the modern and perspective strategy of agriculture and food production in the EU are formulated. A new European challenge to strengthen the principle of solidarity, sustainability, multi-functionality and subsidiarity is an appreciable point of departure to solve the problems in Czech agriculture.

A. Trzeciak-Duval

Agric. Econ. - Czech, 2003, 49(3):106-112 | DOI: 10.17221/5273-AGRICECON

Agriculture, like all sectors of the economy, needs credit for its development. Experience in OECD countries demonstrates that in a competitive financial environment, profitable agriculture can obtain the credit it needs. Due to the difficulties faced by farmers in transition economies in obtaining access to credit, the OECD has periodically called upon member and transition experts to reflect upon the issues at stake and to share relevant lessons and best practices in the field of agricultural finance and credit infrastructure. This paper reviews the key messages from past work on this subject, including some observations from the Czech experience....

V. Vojtěch

Agric. Econ. - Czech, 2003, 49(3):113-119 | DOI: 10.17221/5274-AGRICECON

This paper discusses the potential effects of the EU Common Agricultural Policy (CAP) on the various branches of the agricultural sector in the four OECD member Central European Countries (CECs), i.e. the Czech Republic, Hungary, Poland and the Slovak Republic. The estimation of the effect of the domestic sectoral policies harmonisation with the Common Agricultural Policy (CAP) and its impact on the farming sector, consumers of agricultural commodities and taxpayers, is based on the data from the OECD quantitative analysis of support to agriculture.

Slovak agriculture heading for the EU membership

G. Blaas

Agric. Econ. - Czech, 2003, 49(3):120-127 | DOI: 10.17221/5275-AGRICECON

The paper analyses the economic and policy gap between the agriculture in Slovakia and the EU member states from the perspective of the future accession of this country to the Union. As it concludes, the deterioration of terms of trade during the transition period creates also problems for the accession negotiations, because this fact seems to legitimate the equitable implementation of the CAP in all member countries after the East-enlargement of the Union. The paper is arguing, on the basis of income simulation, that that the Commission proposal on reduced direct payments for the newly admitted countries would, in case of Slovakia, generate an improvement...

Monitoring and project evaluation as a principle of following efficiency of adopted measures

M. Hrabánková

Agric. Econ. - Czech, 2003, 49(3):128-132 | DOI: 10.17221/5276-AGRICECON

The contribution supplies an outline of indicators, through which benefits from projects will be followed, that are prepared for usage in the LFA areas. It will be necessary to use the monitoring system for realisation of measures suggested on the base of the research project. The main task is to follow the efficiency of adopted measures for the individual environment sections, to evaluate efficiency of subsidies and finances from the EU funds. From the hitherto results, it is obvious on which measures are the prepared projects oriented at and by what indicators it will be possible to evaluate outputs, results and impacts of realised projects. The...
