Possible impacts of the Czech agricultural policy after the EU accession on the land market and land usage

The Czech agricultural policy after the EU accession is the set of both the EU and national measures related to the Czech agro-food sector. The paper defines possible scenarios of the agricultural policy developments in 2004-2013 and presents expected impacts of the policy scenarios on the Czech farm structure and land usage.

Factors of wine demand in the Czech Republic and in the neighbouring wine-growing countries

The paper is focused on the analysis of the wine demand and chosen factors which influence the wine demand in the Czech Republic, in Slovakia, in Austria, and in Germany. In the Czech Republic, the wine consumption per inhabitant went up slightly in 1994-2003, the wine demand has a rising trend. The wine demand has the rising trend in Germany as well. In Slovakia, the year wine consumption per inhabitant decreased by 14.9% from 1994 to 2003; in Austria by 7.7%. There is a downward trend of development in these countries. The influence of the analyzed factors on the development of the wine demand is different in the particular countries. The dependence is possible to follow at the total level of incomes in comparison with the consumer's price of wine.

New possibilities of identifying social capital for its use in sustainable rural development

In relation to sustainable rural development, the paper starts with the question of its conditions. One of them is social acceptance of various projects or programmes. This issue is joined with the co-ordination of human activities. The mechanism facilitating the co-ordination in contemporary societies is related to social capital. Its concept is outlined through the references to the basic literature about the topic. Using content analysis, based on the quantification of the categories created through the analysis of the literature about the topic, the social capital in selected municipalities is investigated. The main aim of the paper, however, is to show the role of this method in social capital fast identification. Although the approach necessitates further elaboration, it can be considered as the first important step in the practice of development activities. The background of the paper reflects the challenges of the World Bank concerning the elaboration and development of the new methods of measuring social capital.

Supplier-industries of brewing and wine-production in the Czech Republic and their development

The paper compares the main factors influencing the key supplier-industries for brewing and wine-production in the Czech Republic - hop-growing and winegrowing - and it is a part of a more extensive research focused especially on the processing industries, and the specifics of their analyses. The importance of hop-growing and winegrowing is based on the fact that they significantly influence not only the final product, but also the competitiveness in the successive industries of the product vertical. Similar influence within the examined industries is evidenced in the close interconnection with the above-mentioned (main) successive processing-part, and in the complicated position of the small growers. Differences are shown especially in the flexibility of reaction to the changes of demand for final products of the successive industries, and also in the position of both industries in the Czech Republic, and in the world.

-Impacts of the reform of the Common Agricultural Policy (CAP) on land markets in Germany

The political goal to reduce the transformation effects of political measures to the advantage of active farmers is only partially achieved with the Combi-model. The primary recipients are farmers who will give up their farms after introducing the Combi-model. These farmers have mostly farmed leased land. They will return these lands (leased before the reform) to the former leasers and sell their premium rights to other farm owners or lease these in co-operation with the former leasers for a fee to a new lease. Farmers who want to farm over a long term cannot use the stronger negotiating position against the old lessors following the introduction of the Combi-model because they must maintain a good leaser-leasee relationship. But they do profit to a certain extent, at least at first, because the negotiating results of the farms closing with the old leasers will become public. In contrast, the negotiating position of farmers who first lease their land areas following the introduction of the Combi-model is hardly strengthened, particularly in the current lease market in Germany.

Social and economic points of the rural development

The article deals with characteristics of local communities and rural regions. Local communities are defined both according to the standards of population density and the number of inhabitants. In the article, there are treated especially the indicators of population development (balance of migration), economic activities of the inhabitants, unemployment rates, structures of the population according to the sector of national economy and the indicators of education. These indicators have been calculated on the basis of data of the Census 2001, municipal and regional statistics and the Department of Employment data concerning the unemployment rate.

Comparison of analyses of winegrowing and wine-production in the Czech Republic, the EU, and South Africa

The area of vineyards has increased to 19 261.5 hectares and the number of wine producers to 18.292 by 1 May 2004. This branch needs a long-term study that will lead to the establishment of the new politics for viniculture and wine-growing, related to the needs of the region. The trends are compared to the main European producer - France, and another country from the so called "New World"- the South African Republic. The researches are focused on the consumption of wine by population, share in the gross national product, employment in this branch, areas of vineyards, and number of wine-growers.

Exploring successes and failures of the CEEC in the context of the EU accession. The milk and beef sectors in the Czech Republic and Poland

The paper reviews experiences from the accession process of Poland and the Czech Republic, two countries with different accession conditions regarding the agri-food sector. The paper has two main aims. First is to discuss the scope of action in the EU and in the acceding countries from a game theoretical view. The second aim is to identify the reasons for successfully providing beneficial accession criteria. Investigating two selected agricultural sectors does this: milk and beef production. Our overall argument is that the actions, which nations and interest groups have undertaken with regard to the EU accession and future policy direction are, at least partially, a function of different external restrictions and internal national patterns; i.e., the relevance and structure of agriculture and the bargaining power of interest groups.

Development trends in land market prices in Slovakia

After the accession to the EU, there is a necessity to develop the land market in Slovakia. The achievement of the following conditions is necessary: settlement of estates in lands and unification of the law of real property in the areas of ownership, utilization, change of the land type, soil conservation, land use planning and building multiple-function agriculture with the legislation of the market economy countries as well as its harmonization with the EU legal regulations. It is also necessary to develop an official network to follow transactions on the land market, a regular update of data and their evaluation.

The economic conditions for the utilisation of the land fund in the Czech Republic after its accession to the European Union

The important part of the increase of regional potential is the farming of the land fund. The economic conditions for its utilisation have been already prepared. They are based especially on the drawing of funds of the European Union, namely for the period after the accession of the Czech Republic to the European Union and for the years 2007-2013. The measures concerning the land are included in the prepared programme documentation, especially in the Horizontal Rural Development Plan (HRDP) and in the Operational Programme "Agriculture". The farmers will obtain the direct payment per area (SAPS) in addition to supports on foregoing measures. The requirements for environment-friendly farming of land will be increased in the future. The economic conditions for next period will concentrate on these priorities. It will concern the securing of public benefit contributing to the sustainable development of rural areas. The project assurance of these trends and their regional monitoring and evaluation will be important.

Determinants of economic results of the selected agricultural enterprises in mountain and sub-mountain areas in South Bohemia

The evaluation of conditions for farming of agricultural enterprises in sub-mountain and mountain areas of South Bohemia results from the analyses of material and physical indicators and characteristics. The analyses of farmland fund and its exploitation, plant and animal structure and physical results converted into money enable to identify and assess the state and development of relations which affect the economic results of these agricultural enterprises.

Some aspects of land market in Central and Eastern European countries: focus on Slovakia

The presented research was done in two different regions in Slovakia, characterized by different soil and natural conditions and also production and economic results. The micro-economic analysis was aiming not only at private farmers but also at other legal entities using land for production of agricultural products. The first monitored group consisted of 412 private farmers, farming in average 43.2 ha of agricultural land. The second group consisted of 150 businesses, having 1 866 ha of agricultural land in average. The paper also shows different problems of restructuring land markets in some countries of Central and Eastern Europe.

Conditions of development of border area cooperation of the South Bohemian region and Upper Austria

Retailers are the strong group both in South Bohemia and in Upper Austria. The development of this sphere is one of the development programmes priorities of both regions. South Bohemia and Upper Austria, especially Muhlviertel region, are areas with a similar economic structure, which is an excellent presupposition for mutual cooperation. An advantage will be the improvement of marketing activity and information transfer. A better technical equipment and its full exploitation will be possible. The problems, however, which could arise from cooperation with foreign partners, should not be underestimated. Not only the language barrier is concerned but also different techniques, methods and expectations that might be caused by different customs and interests of the partners. An important aid to the entrepreneurs, either concerning consultant service, establishing contacts or further education, are economic chambers and other institutions concerned with retail business development.

Structural changes and efficiency in Czech agriculture in the pre-accession period

Czech agricultural sector undertook many great changes in the last 12 years. These changes have resulted in the creation of business structure, which, however, is still not finished due to external (market) and internal (enterprise) conditions. The main goal within these changes was to create functional efficient and competitive agricultural sector, which is to survive in ever changing global world, in particular with respect to the intention to join the unified Europe. One of the questions, which is currently discussed very often, is to what extent the current business agricultural structure is efficient in input allocation, eventually which structural changes have to be undertaken to create such effective sector. The main objective of this contribution is therefore to present findings, which were obtained within the research project processing.

The comparison of natural and value indicators of cereals in the Slovak Republic in accession period to European Union

Cereals have a significant position in land farming in Slovakia. Important commodities are wheat, barley and maize. In the years 1999-2000, a research showed that Slovakia's natural production was lagging behind the developed countries of the EU. Extraordinary low yields were recorded in the economic year 2000/2001 due to drought during the vegetation period. In this paper, there are analyzed the production prices, costs, cereals efficiency and profitability costs. We have also calculated the break-even point in yields, in costs and in production prices of cereals. In addition, we have done some suggestions and recommendations on how to analyze the results.

Competitiveness in the production of selected crops from the perspective of variable costs

This article deals with the issue of Slovakia's competitiveness vis-ŕ-vis the Czech Republic, Poland, Hungary, Germany, Austria and France in terms of basic variable costs invested into seeds (planting stocks), fertilisers and chemical protective in the period from 2001 to 2003. In addition to these costs, the article also compares total revenues, profit, effect of inputs into production and the variable costs profit margin. This comparative analysis uses data published for 2002. While the data for years 2001 and 2003 for Slovakia and the Czech Republic are actual, those for other countries have been simulated. The basic variable costs per tonne of the produced crop (average figure for 2001 and 2003) in Slovakia are lower, i.e. it is competitive in the production of cereals, sunflower and sugar beet vis-ŕ-vis the observed EU-15 countries, barley, sunflower and sugar beet vis-ŕ-vis the Czech Republic, wheat and barley vis-ŕ-vis Poland and barley vis-ŕ-vis Hungary.

Slovak agriculture and the integration into the EU

The paper is briefly outlining the expected changes in the economic and financial pre-conditions for Slovak farming during the period after the country's accession to the EU. The starting point of authors reasoning is the current piece of knowledge, saying that the economic performance of individual farms is widely differentiated and the ability of individual farms to meet the future challenges and to use the opportunities is very unevenly distributed among them. Also the competitiveness if a particular agricultural commodity varies. Despite of expectations concerning the price development after accession, not all commodities will be competitive on the single market. The economic situation of farms will considerably benefit from direct payments. Nevertheless, the fact that the Slovak government opted for the Single Area payment Scheme will have some adverse effects on possible gains from payments in productive regions and in farms with high output performance. In order to mitigate these redistribution effects the author is proposing to implement a different scheme of allocation of national top-up is to direct payments. In the final part of his paper the author gives a comprehensive review on payments aimed to promote rural development and payments from the Guidance section of the EAGGF targeted at enhancement of farm re-structuring.

Firm condition of chosen agricultural enterprises in mountain and sub-mountain areas in South Bohemia

Economic strength of Slovakia's regions

The article deals with the identification and categorisation of economic power of Slovak regions on the base of collecting of unemployment support payment from the employers, employees, and natural persons entrepreneurs into the employment fund. The analysis shows that during the last years, the number of rich regions has decreased and there rises the number of counties which have to be supported by the division of means from the rich counties. The article consequently categorises the development of economically strong and weak counties of Slovakia in the years 1999-2002 and marks the causes of regional polarisation of Slovakia, lying in its economic and structural difficulties. Alongside increasing the regional polarisation in the rate of unemployment, there continues to rise the re-distribution of funds for labour-market policy from the economically stronger regions to the economically weaker regions, which are reliant on socio-spatial solidarity. The course of economic transformation up to date has had significantly different regional impacts and creates unequal chances for people as well as businesses in the afflicted areas.

Possible approaches to the solution of conflict situations in managerial practice

Strategies used in conflict solutions include: avoiding, adjusting, coercion, compromise and cooperation. Although in our sample of respondents the most efficient strategy (cooperation) ranked No.1, almost the same preference was achieved by the strategy of coercion manifesting the directive style of management, which is becoming ineffective under present conditions.

The overview of methodology aspects in product economics in Slovak agriculture

The accession to the European Union has brought a number of issues that the new member states have to deal with, namely to use the rules and procedures applicable in the EU. These include the transition from the enterprise towards the product-oriented economy in the agricultural production enterprises. The article describes the aspects of methodology regarding this issue within the framework of the Slovak agriculture. The article emphasizes that the product economics allows to define three levels of profit, namely: market, product and enterprise profit. This issue will be illustrated on the example of a Slovak agricultural enterprise, in terms of its planned calculated generation of profit.

An evaluation of the types of technical development in agriculture in the years 1995-2000

This article is divided into four parts; the first is concerned with the methodology of evaluation of the type of technical development and its objectives. Another part will evaluate the type of technical development in the national economy as a whole in the period 1995-1999. The main indicators are fund efficiency, productivity of labour and the technical specifications of work. The third part of the contribution will deal with an evaluation of these indicators in the selected sector of the economy, namely in the farms which are obliged to make public their income statements in the business bulletin. The last part, considered from the perspective of the type of technical development will be a farm sample, divided according to size into two groups - production and marginal area. This sample will be considered for the years 1997-2000. Finally a total evaluation of the present development of single monitored groups and an inter group comparison will be carried out.

Methodical approach to evaluation of financial health of agricultural enterprises in relation to the Sector Operational Program

Decision-making support for Czech farmers

The article provides an overview of software applications designed and available for Czech farmers according to two criteria: business function within which the decisions are facilitated, and type of decision-making support the application is built on. The survey shows that most of the applications have a rather narrow focus facilitating only one business function, often only part of it, and that the applications are mostly data-driven, while the vast expertise in the field of agriculture is somewhat neglected.
